School Choice Scholarships

Kindergarten-12th Grade Scholarship Programs
Florida Virtual School (FLVS) is proud to work with families across the state to ensure all Florida residents in Kindergarten through 12th Grade have access to high-quality curriculum and Florida-certified teachers.
While families may choose to enroll their students in either of our two options, students who receive a School Choice Scholarship may only enroll in Individual Courses (FLVS Flex) and are required to use their scholarship funds to pay for their courses.
School Choice Scholarships expand educational choice by allowing public education funds to follow students to the schools or services that best fit their needs. They are administered by the Florida Department of Education (FLDOE) and managed by approved Scholarship Funding Organizations (SFOs).
Rules and eligibility for these scholarships are governed by state law and are updated annually.
These scholarships are available to any private or homeschool student who is a resident of Florida and in Kindergarten through 12th grade, regardless of household income. Scholarship funds can cover eligible expenses for homeschool and private school students for tuition and fees at eligible private schools and/or FLVS.
Students enrolled in a public school district in the state, including Florida Virtual Full Time Public Schools, are not eligible for scholarships.
Scholarship Guidelines
- Scholarship students must enroll in Individual Courses (FLVS Flex). Because our Full Time option is a state-wide public school district (like any other brick-and-mortar public school in the state), students enrolled in this option are not eligible for scholarships, as they are not private or homeschool students.
- Course Approval: Before beginning the enrollment process, private school students should discuss taking FLVS courses with their school administration.
- School Year: Scholarship funding follows the state’s fiscal calendar, which runs from July 1 through June 30.
Create a New FLVS Account in Virtual School Administrator (VSA)
Follow the steps outlined on the enrollment webpage or in this video to create a new account.
Note: Personalized Education Program (PEP) scholarship recipients must select the “Personalized Education Program – PEP” private school and the “Private School” student type during the enrollment process.
Update an Existing Account - Personalized Education Program (PEP) Scholarship Recipients Only
- Have your child log in to his/her Florida Virtual School account.
- From the Dashboard (home page), click the three lines in the top left corner of the screen, and a menu will appear on the left side of the screen.
- Click “Student Records.”
- Click “Academic Profile.”
- Update the Physical School by selecting the Personalized Education Program (PEP) scholarship, select “Personalized Education Program-PEP.”
- Click “Save” in the bottom right-hand corner of the page.
Verify Student Scholarship Information
- Click the three lines in the top left corner of the screen, and a menu will appear on the left side of the screen.
- Click on “Student Records.”
- Choose “Academic Profile.”
- Scroll to the bottom of the page
- If the scholarship information has been provided to FLVS by the Florida Department of Education (FLDOE), it will appear at the bottom of the page under “Scholarship Program.”
- If you do not see the “Scholarship Program” section, your child’s scholarship information has NOT yet been provided to FLVS. If you know you were awarded a scholarship, use the Self Reporting Tool to add the scholarship information to the student account.
- Click “Save” to complete the process.
After completing the steps above, please follow the enrollment process to sign up for your child’s FLVS courses. The FLVS Scholarship team will update your account and email an invoice to the parent/guardian (see Payment Information for details and next steps to complete the registration process).
- Course tuition for scholarship recipients/private pay students is $375 per half-credit (one-segment).
- State guidelines require that scholarship funds must first be used to pay for the student’s private school tuition and fees. Any remaining scholarship funds may be applied to FLVS course tuition. If scholarship funds are not available to pay for FLVS course(s), parents/guardians are responsible for the payment.

Existing Scholarship Recipients
Invoices are emailed to the parent/guardian (from [email protected]) up to three business days after all enrollment steps are completed, including course approval, proof of residency, and homeschool verification.
New Scholarship Recipients
- Invoices are emailed up to 10 business days after:
- All enrollment steps are complete, including course approval, proof of residency, and homeschool verification.
- Completion of the Self-Reporting Tool or following notification of scholarship status from the Florida Department of Education (FLDOE).
Payment Options
Payments are accepted via check, money order, credit card, ACH, or wire transfer.
Pay with Scholarship Funds
Funds must be available in your scholarship account. To check the status of available funds, log in to the account provided by your Scholarship Funding Organization (SFO).
If scholarship funds are available, families will receive an email with a link to an invoice and must follow the steps below:
- Select “Scholarship Payment Options Form.”
- Select “Parent/Guardian” and click “Next.”
- Select “Option 2: Pay with Scholarship Funds” and click “Next.”
- Follow the prompts and complete the fields on the following page.
- Click “Submit.”
The invoice will be submitted by FLVS to your SFO to verify funds are available. Further instructions to secure payment will be provided to you by the Scholarship team. Your student will be processed for placement once the funds are approved.
Direct Pay
Families who would prefer not to use scholarship funds, or who have depleted their scholarship funds, should follow Steps 1-2 above and select “Option 1: Pay in Full” to pay FLVS directly, as a one-time payment, or select “Option 3: Request a Payment Plan” and follow the prompts. Plan payments are automatically charged monthly to the card on file.
The FLVS Scholarship team will approve Personalized Education Program (PEP) student enrollments once a payment option has been selected and any additional required steps are completed.
Students are placed in the course(s) after FLVS has secured payment or when the payment plan has been activated.
- Refunds are processed by request only.
- The student has 14 days after the teacher activates the course during which they may withdraw and receive a full refund. If the student completes 20% of the course before activation or is active in the course beyond the 14 days and then withdraws, a refund will not be issued.
- Refunds are issued to the entity or individual from whom it was received.
- Refunds are reviewed and processed on a case-by-case basis.
- To request a refund, send us a message.
Notify your Scholarship Funding Organization (SFO) that you are declining your scholarship.
Notify FLVS that your child is no longer a scholarship recipient.
- You may be required to provide documentation that you were not awarded or have declined the scholarship.
- The FLVS Scholarship team will reach out if additional documentation is needed to process your request.
- Please allow three business days after submitting all requested documentation for your child’s account to be updated.
After You Have Declined the Scholarship:
If your child is awaiting placement, once we have removed scholarship information from your account, your child will be sent to enrollment for placement.

Personalized Education Program (PEP) Scholarship Students
Additionally, students who were receiving a Personalized Education Program (PEP) scholarship but are no longer using it must update the physical school on their account.
- Log in to the student’s Florida Virtual School account.
- Click the menu in the top left-hand corner of the page.
- Click “Student Records.”
- Click “Academic Profile.”
- Update “Physical School” from “Personalized Education Program-PEP” by selecting the correct option from the menu.
- Click “Save” in the bottom right-hand corner of the page.
Private schools are encouraged to communicate with their students regarding the school’s policy on taking FLVS courses and paying course tuition.
Virtual Lab Schools
Private schools that have an official virtual lab should refer to their current FLVS Private School Agreement for scholarship student requirements and payment terms.
Non-Lab Schools
Private schools that do not have an official virtual lab may choose whether the school or the parent/guardian pays for the FLVS course tuition. Invoices are emailed to the school and the parent/guardian with instructions. Please ensure your District Relations Manager has the private school’s most current billing contact information.
If the school has determined that the parent is responsible for payment:
Please communicate this to your families and ensure they know they need to select the appropriate payment option on the invoice sent in the email from [email protected].
If the school is responsible for payment
- Select “Scholarship Payment Options Form”.
- Select “Private School Counselor/Administrator” and click “Next”.
- Review invoice information, complete the fields, and select the appropriate payment option.
- Payments are accepted via check, money order, credit card, ACH, or wire transfer.
- Private schools can authorize all their students’ course requests for the year with a blanket authorization by contacting the FLVS Scholarship team at [email protected]. Parents/guardians will not receive an email containing invoice details in this case.
Private school administrators with questions should contact their District Relations Manager or the FLVS Scholarship team at [email protected] for assistance.

Frequently Asked Questions
All Florida students in Kindergarten through 12th grade are eligible to enroll in Individual Courses (FLVS Flex) as a scholarship recipient. Families may use scholarship funds or pay out of pocket for these courses. However, if scholarship funds are depleted, the family is responsible for paying the tuition directly to FLVS.
While families may choose to enroll their students in either of our two options, students who receive a School Choice Scholarship are required by law to enroll in Individual Courses (FLVS Flex) as private pay students. Students may use their scholarship funds to pay for their courses if funds are available.
Please check your child’s FLVS account to verify that scholarship information from the Florida Department of Education (FLDOE) has been added to your child’s FLVS account:
Log in to your FLVS parent account in Virtual School Administrator (VSA).
Select the menu icon on the top left side of the “Student Dashboard.”
Select “Student Records” and choose ”Academic Profile.”
Scholarship information will be visible in the “Academic Profile.”
Students taking FLVS Flex courses must complete their course/s by 11:59 p.m. EST on June 30 for it to count toward the current school year. Courses not completed by June 30 will roll into the following school year, which begins July 1.
By law, charges will apply to courses the student is enrolled in and/or registered for when the scholarship becomes effective, including any courses started before but completed after the scholarship’s effective date. Scholarship effective dates are determined by the Florida Department of Education in conjunction with the Scholarship Funding Organization (SFO).
Under state-mandated scholarship rules, that means families may need to pay for the course as a private pay student if it carries over to avoid jeopardizing scholarship eligibility. To avoid unexpected costs, students should make sure any courses they are actively enrolled in are completed before the deadline.
Courses are submitted to the state for payment upon completion. By law, scholarship students may not be reported in a state-funded FLVS course. This means that any courses the student is enrolled in (and has not completed) when the scholarship becomes effective must be changed to private pay to avoid jeopardizing scholarship eligibility.

An email with a link to your invoice will be sent from [email protected] once your child’s course request(s) are approved. Please allow up to three business days from the time your child’s course is approved and proof of residency is verified to receive this email before reaching out.
If your child is not a scholarship recipient for the school year, the required course tuition may not apply. To remove the scholarship, your child must no longer be enrolled with or receiving funds from a scholarship provider. Once you have notified your scholarship funding organization that you are declining your scholarship, notify FLVSthat your child is no longer a scholarship recipient. Documentation that you were not awarded or have declined the scholarship from your Scholarship Funding Organization (SFO) may be required. The FLVS Scholarship team will reach out if additional documentation is needed to process your request.
Once your child’s course requests are approved, you will receive an email from [email protected] within three business days containing your invoice information and a link to select a payment option. Please verify that the parent/guardian email on your child’s FLVS account is correct. If you no longer wish to be enrolled in courses, please cancel the course requests by accessing the student dashboard and selecting the option to “Drop Course.”
Log in to the Education Market Assistant (EMA) Portal.
Click on "Marketplace."
Click “Find Providers.”
Select your child from the drop-down menu.
Then select the "Service Category:” Florida Virtual School (FLVS)” and click "Search."
Choose “Florida Virtual School” and then select the location (there is only one option).
Select the quantity of segments or full-year courses.
Click “Add to Cart” and then “Go to Cart.”
Follow the steps in your cart to "Reserve Funds."
Once the funds are reserved, FLVS will process the request so your child can be assigned to a classroom. This can take up to three business days.
1. Click the “Scholarship Payment Options Form” button in the email with a link to your invoice from [email protected].
2. Select “Option 2: Pay with Scholarship Funds”.
3. The FLVS Scholarship team will immediately send an email with a Direct Payment form for you to sign electronically.
4. Review the invoice details and sign the form.
5. FLVS will verify with the foundation that funds are available.
Once the funds are verified and the signed direct payment form is received, the course request will be processed so your child can be assigned to a classroom. This can take up to three business days from the receipt of the signed Direct Payment form.
There are several options available to families who are waiting for their funding to be released or who do not have enough scholarship funds available to cover the full amount of their course tuition:
- Reserve available funds and pay the remaining balance
You can reserve funds for as many course segments as you would like to use the balance left in your scholarship fund. If you choose this option, you will pay the remaining balance (if any) with a credit card through the online payment portal or a pay plan. Later, when your scholarship funds become available, you can submit the amount paid to your funding provider for reimbursement. - Drop the second segment and reserve funds for segment 1 only
If you are running low on funds right now, you could drop any requested second segment courses altogether. By doing this, you will reserve the scholarship funds specifically for segment 1, using the balance left in your scholarship fund. You would then pay the remaining balance (if any) with a credit card through the online payment portal or request a payment plan for the balance. Any portion paid out of pocket can be submitted for reimbursement once the scholarship funds are available to you. When the next quarter’s disbursements come in, you can then request the courses for the second segment. - Set up a payment plan and request reimbursement
This option involves setting up a payment plan that automatically charges a credit card. It spreads out the cost over time. As scholarship funds become available, you can request reimbursement for the payments you made with your scholarship funding provider. - Change the Preferred Start Date
You could push out the Preferred Start Date for the courses to the month that your next disbursement will be available.
